the alignment between an agency's strategy and its ethics provides it with
ethical advantage. This advantage translates into improved efficiencies,
greater productivity, higher service standards, and innovative problem solving.

departments bring their bureaus into a common vision with respect to the allocation
of scarce resources, the prioritizing of projects, and restructuring for cost-saving
amidst city and state budgetary crises. SBE helps to build trust and

Department
of Justice: The Simon Wiesenthal Center, under a grant
from the Department of Justice, created a series of National Institutes to
address Hate Crimes and Terrorism. Delegates from the Criminal Justice System

lead consulting group for this grant, provides new thinking and strategies
to combat Hate Crimes and Terrorism, which have been adopted in various counties,
cities, and agencies around the country.
